L’Organisation des Cœurs pour le Changement des Enfants Démunis en Haïti (OCCED’H) condamne fermement l’acte odieux de viol perpétré le 17 janvier 2024 par un jeune homme de 25 ans nommé Wagler Luc sur une fillette de trois ans à Jérémie.

En effet, l’OCCED’H, en tant qu’organisation dévouée à la protection des enfants, se sent profondément préoccupée par cette action barbare. Ce dernier constitue un crime flagrant et une violation des droits de l’enfant, en infraction avec l’article 278 du code pénal haïtien.

Il faut souligner que le département de la Grand’Anse a connu une augmentation des cas de violences sexuelles ces dernières années. Selon les derniers rapports publiés par l’Initiative Départementale contre la Traite et le Trafic des Enfants (IDETTE), 149 cas de viols ont été enregistrés en 2022 et 155 cas en 2023, la majorité d’entre eux ayant été commis sur des filles mineures âgées de 3 à 17 ans. La corruption et l’impunité au sein du système judiciaire haïtien figurent parmi les principales causes de la recrudescence de ces actes de violence sexuelle dans cette région du pays. Par conséquent, l’augmentation des cas de viols dans la Grand’Anse souligne l’urgence de lutter contre la violence basée sur le genre en Haïti.

Il est important de souligner que le viol peut engendrer des souffrances psychiques et physiques susceptibles de provoquer des traumatismes tout au long de la vie des victimes. Par conséquent, le viol perpétré sur la mineure de trois ans dans le département de la Grand’Anse doit être sévèrement sanctionné par la loi, conformément à l’article 19 de la Convention internationale relative aux droits de l’enfant. Cette convention préconise la prise de toutes les mesures appropriées pour protéger les enfants contre toutes les formes de violence, y compris la violence sexuelle.

L’OCCED’H lance un appel vibrant aux acteurs nationaux et internationaux pour qu’ils s’impliquent davantage dans la lutte contre la violence sexuelle envers les filles et les femmes. Par ailleurs, elle exhorte le gouvernement haïtien à mettre en place des mécanismes de protection des femmes et des filles afin de remédier à ce fléau.
